Management Decisions - What would you do?

I was browsing the internet yesterday and came across an interesting old film called Promotion By-Pass. The film was part of a series of films concerned with the promotion decisions that supervising managers face. Although this film was produced in 1958, the decision this manager made still occurs in today’s business environment and often has the same result. Would you have handled it differently?
